I need help choosing between a GM M2 or Tech 2

I intend to buy one of the above for my 2002 GMC SUV and other mid 2000's GM vehicles. I am considering the Tech 2 and have an all in one but the gm mdi2 would give me options going forward especially for a 2014 Toyota.
For my 2002 GMC I am happy with just the Tech 2 for now but if I go with the MD2 will a regular Win 10 laptop work?
There are so many options I don't know where to start especially with the options. I have heard some foreign sellers may not be able to make the best choice due to customs issues.
I'm trying to keep both configurations under $500.00. If anyone has done this before I'd appreciate any suggestions or criticism.
